It shall be unlawful for any child under the age of 16 years to run through, wander or stroll through the streets, roads, avenues or other public places of the Borough between the hours of 11:00 p.m. and 5:00 a.m. prevailing time, unless accompanied by a parent or duly authorized custodian having control of the minor.
