Unless otherwise provided by statute, any person who shall violate
the provisions of this article shall, upon conviction thereof, be
punished by a fine not exceeding $50 for the first offense, a fine
not exceeding $75 for the second offense, and a fine not less than
$100, nor more than $500, for the third and each subsequent offense,
within any eighteen-month period.
