§ 3-20. Department responsibilities; Director; other employees.

  • A. 
    The Department of Public Works shall be responsible for all utilities and works of a public nature, such as streetlighting, as well as streets, signs, recycling and solid waste collection. The Department of Public Works includes the Water and Sewer Departments.
    B. 
    There may be appointed a Director, who shall be Chief Administrative Officer of the Department of Public Works.
    C. 
    The Director shall be in charge of, and shall be responsible for, the day-to-day activities of the Public Works Department. His responsibilities include, but are not limited to, the planning, organization, direction and coordination of all activities of the Public Works Department. He shall report directly to the Borough Administrator. His responsibilities shall also include, but are not limited to, the following:
    (1) 
    Exercising general supervision of the operation and maintenance of the water/sewer supply and distribution system, including machinery, equipment, mains, pumps, storage reservoirs, pipes, meters and all other mechanical features pertaining thereto.
    (2) 
    Executing all orders of the Borough Administrator/Mayor and Council pertaining to his duties and the general management of the Water and Sewer Departments.
    (3) 
    Reporting all work done in the Department, including all materials purchased and sold, all water/sewer service main extensions, meters and connections made and other pertinent data, and keeping a complete record thereof.
    (4) 
    Being responsible for ensuring the filing of all of the analyses and reports when required under the rules of the State Department of Health and filing the reports with the Department as shall be required.
    (5) 
    Being responsible for and supervising all water/sewer main extensions, supply pipes and any and all repairs, additions or alterations of the water supply system.
    (6) 
    Submitting all requisitions for purchasing material and supplies to the Borough Administrator for approval.
    (7) 
    Keeping a permanent record of the location of all water mains, meters, supply pipes, extensions and every other thing thereunto appertaining, including the financial data pertinent to the water/sewer supply system.
    (8) 
    Being responsible for the maintenance of all Borough-owned streets and roads.
    (9) 
    Being responsible for the solid waste and recycling management of the Borough.
    (10) 
    All other duties imposed upon him by the Mayor and Council of the Borough.
    D. 
    The Director shall be nominated by the Mayor with the concurrence of the majority vote of the Council present at the meeting. The Director shall serve at the pleasure and discretion of the Mayor and Council and may be removed from office by a majority vote of the Council present at the meeting.
    E. 
    The Mayor and Council may hire a Water Superintendent, a Water Clerk, a Sewer Clerk and such other employees as required for the proper maintenance and operation of the water and sewer systems. All employees shall report to the Director of Public Works, who shall report to the Borough Administrator. All salaries shall be fixed and approved by the Mayor and Council.
